Update the reserved list.

Motivation

**JBP-292 - Update Reserved Token Allocation; Reduce DAO Reserve** was rejected by the DAO, meaning the reserve list still does not match the list of individuals currently contributing to the DAO.

One potential reason for JBP-292’s rejection was an decrease in the reserved allocation to the DAO. This proposal aims to update the reserved list while maintaining the DAO’s reserved allocation.
